Utilities: How to Open a Utilities (Electricity, Water, Gas) Account in Singapore

Applying for electricity, water and gas utilities account in Singapore is fast and easy. You just need to submit an application form along with couple of documents and you will have electricity, water and gas supply in your home as fast as the next day after your application.

Single Coordinating Agency

You only need to transact with Singapore Power Services (SP Services) to facilitate the application of the three utilities. SP Services is a company that supplies electricity to the residential areas in Singapore. It is appointed as agent for the application, billing and payment collection of the electricity, water and gas utilities.

Required Documents

The documents that you need to prepare to open your utilities account in Singapore are the following:

  • Completed utilities account application form
  • Your Singapore ID (such as Singapore NRIC for citizens or permanent residents; employment pass for foreigners working in Singapore)

Modes of Application

To get a utilities account in Singapore, you can apply in person, by mail, phone, fax, SMS or online.

In Person

If you have no telephone line or internet connection, you can apply in person at one of the customer service centres. Remember to bring your Singapore ID.

By Mail

If you have obtained a copy of the application form, you can mail it together with a copy of your Singapore ID to this address:

Online

You can also apply for your utilities through the internet. Just fill in the online application form and it will be processed right away. The office will notify you of your turn-on appointment which is within 24 hours.

By Phone

You can also apply by phone by calling SP Services hotline at 1800-222-333.

By Fax

Fax a copy of the completed application form and copy of your Singapore ID to 6304-8229.

Initial Deposit

You will pay an initial deposit upon opening your utilities account. If you are a not a Singaporean citizen or a Permanent Resident, you would have to pay a deposit that is 3 times the amount of your expected monthly bill. This amount will be maintained as a security deposit. You can use it during your last months of stay or request for a refund when you want to terminate the services.

Modes of Payment

The most convenient way to pay for your electricity, water and gas utilities is by GIRO Interbank. The payment will be automatically deducted from your bank account. Just get a GIRO form from the SP Services customer service counter. The deduction will appear in your monthly billing statement.

You can pay by cash at the post office or any 7-eleven store.

As always, you can mail a cheque to SP Services using their pre-paid envelope when you receive your monthly bill.

In Singapore, there is no need to worry if you learn that the apartment you have just rented does not have an active electricity, water and gas connection. Opening an account for these utilities is quite simple and fast.
